It seems therefore most unlikely that any proposals involving the use of H.m.&.'s grant will be approved in time for any money to be required within the current financial year, and this will have to be treated as a saving this year, subject to a revote in 1950/51.
So far as 1950/51 is concerned, it would seem that the best course is to provide for the whole £250,000 • It is true that we do not know what shape the finally approved proposals will take, but we cannot rule out the possibility that it may be that of the proposals at present before us.
ith such proposals in existence it seems to us that we ought not to plan for less than the whole require- ment. We therefore propose that this should be provided for, and provision has been inserted accordingly in the draft estimate of the Vote for Colonial and Middle Eastern services which is on its way to you.
